About This Game

A city without limits

Kowloon, 2049. A stretch of forgotten harbor concrete, four open edges, and nobody living there yet. You draw the first street. The neighborhood does the rest.

Nine Dragons is a 3D city builder about an improvised, overcrowded, self-built district. You lay the streets, zone the land and keep the essentials running. Families, shopkeepers, smugglers and syndicates move in and build their own tong lau, capsule stacks, skybridge towers and neon arcades, one floor at a time.

Draw the streets. Zone the blocks.

  • Draw alleys and service streets from any edge of the district; every street connects to the city around you.
  • Zone housing, night-market strips, backstreet industry, vertical settlements and black markets. Builders arrive when demand, power and water are there.
  • 38 kinds of self-built buildings, each with its own look, variants and height limit. Clear 2×2 lots attract courtyards, megablocks and skybridge towers.

Keep the lights on

  • 32 public facilities across utilities, services and community buildings, from salvaged microgrids and water reclaimers to fuel-cell plants, desalination works, infirmaries, school campuses and a great community hall.
  • Every facility serves the whole district up to its capacity. Upgrade through four tiers and choose a specialization.
  • A district issues list shows what the neighborhood is short of, how many blocks it affects, and the tool that fixes it.

Slums burn. People stay.

  • Neglected blocks wear down into slums. People keep living there, but crime and fire risk climb.
  • Fires spread between buildings. Afterwards, families move back into the charred floors.
  • Heatwaves, monsoons, transformer failures, fever outbreaks, protection blockades and lantern festivals, each with a paid or a free response.

Run a black market, or fight it

  • Mahjong dens, pawn shops, smugglers' godowns, karaoke lounges and syndicate counting houses pay far more than honest trade.
  • They also feed street crime, fires and syndicate influence. Send the neighborhood watch, or cut a deal with the syndicate.
  • District policies for rooftop building, night trade, mutual aid and protection payments, each with a real tradeoff.

Buy out the neighbors

  • Thirty tenement blocks surround the district. Buy one, clear it, and build on its lots.
  • Grow from an empty site to seven district levels and a city of thousands.

A living harbor

  • Real-time 3D with a day and night cycle, monsoon rain, neon signage and a reflective harbor.
  • Commuters and delivery vans follow the actual street network; congestion slows trade, supplies and fire crews.
  • Pedestrians, ferries, gulls and an elevated railway. A photo mode hides the interface for screenshots.

Three difficulty levels plus a free-build sandbox. Every district starts empty.
